In pursuance of the objectives of the CPD, the institutions shall fully involve the people of the Region and key stakeholders in the process of regional integration.

For the purposes of this Article XVII, key stakeholders shall include, but not be limited to:

1. The private sector both local and international;
2. The national government and relevant national institutions;
3. The respective County Assemblies of the Member Counties;
4. Civil society and Non-governmental organisations;
5. Development partners, international and regional funding institutions;
6. Workers and employers’ organisations; and
7. All residents of the Region.
