1. The CPD shall be responsible for mobilizing its own and other resources for the implementation of its programmes and projects.

2. The CPD shall create such institutions as may be necessary for the effective mobilization and efficient application of resources for regional development.

3. Resources of the CPD by way of contributions, loans, grants or gifts, shall be the property of the CPD.

4. The resources of the CPD shall be utilized in the most efficient and equitable manner.

Funds

The funds of the CPD shall consist of:

1. Contributions of Member Counties;
2. Income from the CPD’s enterprises and activities; and

Receipts from third parties including grants and donations
