- Counties listed in the Preamble hereto, shall upon signature of this MOU and ratification of this MOU, be members of the CPD.
- Any County not listed in the Preamble may become a member of the CPD upon being admitted by the existing members and executing an addendum to this MOU.
- The Governing Council shall determine the procedures, terms and conditions for the admission of new members to the CPD.
- The Secretariat shall receive and forward to the Governing Council any application for membership to the CPD.
- The admission of any County to the CPD shall be effected by a unanimous decision of the Governing Council
