We, the Governors of Baringo, Isiolo, Laikipia, and Samburu Counties recognize the need for collaboration and cooperation to address the escalating insecurity and promote peace and development in the region. We are deeply concerned about cross-county border conflicts, criminal attacks, and the suffering of residents, particularly in the pastoral sub-sector. With the understanding that peace and development are interlinked, we aim to foster close collaborations, build trust, and promote harmonious coexistence. We also emphasize the importance of addressing historical neglect, environmental stress, unemployment, and lack of economic opportunities. Through shared prosperity, inclusivity, and conservation, they seek to establish a new chapter of mutual understanding and cooperation among the Member Counties.
